This Rocky Helmet card would be beneficial in a defensive deck that focuses on stalling and wearing down the opponent's Pokémon over time. While it can be a useful tool to punish opponents for attacking your Active Pokémon, there are potentially better options such as Choice Band or Fighting Fury Belt for increasing damage output or survivability. However, Rocky Helmet could still see play in certain niche strategies that rely on chip damage to gain an advantage in battles.
