Turbulent Moor would fit best in a slow, grindy Orzhov (white-black) control or midrange deck that expects games to go long, since it only enters untapped once an opponent controls eight or more lands—something that typically happens in drawn-out matches against ramp or control strategies. However, in most competitive environments this drawback makes it significantly worse than existing WB dual lands like Godless Shrine, Concealed Courtyard, Shattered Sanctum, Caves of Koilos, Isolated Chapel, or even Scoured Barrens, all of which provide more reliable or earlier untapped access to both colors. Because early tempo is critical and lands that frequently enter tapped are a liability, Turbulent Moor would generally not see play outside of very budget builds or extremely slow casual formats where the drawback is less punishing.
