Kirlia LTR RC9 would benefit a Psychic-themed deck that focuses on attaching multiple Psychic Energy cards to Pokémon to maximize the effectiveness of its Tiptoe Step attack, allowing for significant card draw potential. However, considering the reliance on coin flips for its Double Slap attack and the relatively low damage output, there are better stage 1 Psychic Pokémon cards available in the Pokémon TCG that offer more consistent and powerful attacks, such as Gardevoir VMAX or Mewtwo & Mew-GX. Therefore, Kirlia LTR RC9 may not be the optimal choice for competitive play but could still be a fun addition to a casual Psychic deck.
