Forum of Amity would fit best in a slower Orzhov (white-black) deck that values both color fixing and graveyard setup, such as midrange, control, or graveyard-synergy builds (for example, decks using reanimation, flashback, descend, or other recursion themes), since the surveil ability helps smooth draws and stock the graveyard in the late game. However, because it always enters tapped and requires four mana total ({2}{W}{B}) plus tapping to surveil just 1, it is quite inefficient compared to many existing Orzhov lands; options like Godless Shrine, Concealed Courtyard, Shattered Sanctum, Caves of Koilos, or even Scoured Barrens are generally better for tempo, while lands like Takenuma, Abandoned Mire or Eiganjo, Seat of the Empire offer stronger utility at lower opportunity cost.
