Ark of Hunger would fit best in a red-white (Boros) graveyard-recursion or self-mill deck that can repeatedly exile, escape, flashback, or otherwise move cards out of the graveyard—such as builds using flashback spells, escape cards, reanimation loops, or Underworld Breach-style engines—since each instance of cards leaving your graveyard becomes incremental drain; it especially shines in combo-oriented shells where you can repeatedly cycle cards in and out of the graveyard in a single turn.
