Fuel for the Cause, Instant, designed by Steven Belledin first released in Feb, 2011 in the set Mirrodin Besieged.
A control deck focusing on countering spells and proliferating counters would benefit from including Fuel for the Cause in their strategy, as it provides a versatile way to disrupt opponents while increasing the power of their own permanents. However, in a competitive setting, other cards like Counterspell or Teferi, Time Raveler may offer more immediate and impactful effects, making Fuel for the Cause less likely to see play unless in a specific proliferate-themed deck looking for additional synergy.

If a permanent has +1/+1 counters and -1/-1 counters on it, they’re removed in pairs as a state-based action so that the permanent has only one of those kinds of counters on it.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.

You must be able to target another spell in order to cast Fuel for the Cause. You can’t just cast it in order to proliferate, and it can’t target itself.
