Brilliance Unleashed would fit best in an Izzet (blue‑red) artifacts or spells-matter deck, especially one built around sacrificing or self-milling artifact creatures and reanimating them for value, since it doubles as removal and recursion; it’s particularly appealing in Commander where flexibility is prized and artifact synergies (like with Saheeli, Jhoira, or Mishra-style builds) are common.
