Thundurus-EX ROS 98 would fit well in a Lightning-type deck that focuses on quick damage output and disruption, particularly one that can capitalize on its Headlock attack for potential Paralysis while dealing significant damage with Voltage Rush. To enhance its effectiveness, pairing it with cards like Zeraora V, which can provide additional Lightning energy acceleration, or cards that can heal or mitigate self-damage, such as Tapu Koko (which can move energy around) could be beneficial. While Thundurus-EX has decent utility, newer cards like Pikachu & Zekrom-GX might offer better synergy and power due to their ability to hit harder and provide additional effects, making them more competitive in the current meta.
