A deck focused on disruption and control could benefit from using Hoothoot HS 66 due to its Hypnosis attack, which can put the Defending Pokémon to sleep, buying time to set up other strategies. However, there are better cards available with more versatile abilities and higher damage output, such as Noctowl HS 7, which has the Insomnia ability to prevent sleep and a stronger attack in Extrasensory. Overall, Hoothoot HS 66 may not be the most competitive choice and might not see much play in top-tier decks.
