This card would be beneficial in an aggressive red deck that focuses on quickly overwhelming the opponent with fast, hard-hitting creatures. While Clamor Shaman's ability to prevent an opponent's creature from blocking can be situationally powerful, there are potentially better options available such as Goblin Chainwhirler or Goblin Rabblemaster which provide more consistent value and impact on the board. However, Clamor Shaman could still see play in specific strategies that aim to capitalize on its unique abilities and synergies within the deck.

If you choose for the creature to gain haste, it gains haste indefinitely. It won’t lose it as the turn ends or as another player gains control of it.

Riot is a replacement effect. Players can’t respond to your choice of +1/+1 counter or haste, and they can’t take actions while the creature is on the battlefield without one or the other.
