Vullaby RCL 119 would be beneficial in a disruptive control deck that aims to disrupt the opponent's strategy by removing their Pokémon Tools. While Vullaby's Pluck attack can be useful in certain situations, there are better cards like Garbodor with its Garbotoxin Ability that shuts down all abilities of Pokémon-EX and Pokémon-GX in play, making it a more impactful choice for disruption. However, Vullaby could still see play in decks looking for specific tool removal options or in formats where Garbodor is not legal.
