Rites of Refusal, Instant, designed by Bradley Williams first released in Oct, 2001 in the set Odyssey.

This card, Rites of Refusal, would be beneficial in a control deck that focuses on card advantage and disrupting the opponent's strategy. It could be particularly useful against decks that rely on casting powerful spells by forcing them to pay extra mana to resolve their spells. While Rites of Refusal is a decent option, a potentially better alternative could be Mana Leak, which provides a more straightforward and reliable way to counter spells for just two mana.
