Hovel Hurler would fit best in a Boros (red-white) aggressive or go-wide deck that can take advantage of temporary flying and power boosts to push damage through stalled boards, especially in a +1/+1 counter– or counter-manipulation–themed build that can offset or exploit its two -1/-1 counters (for example with cards that add counters, proliferate, or benefit from counters being removed). However, at 5 mana (3RW hybrid) for a creature that enters effectively undersized and requires additional mana plus setup to generate modest, sorcery-speed combat boosts, it is quite inefficient compared to stronger Boros options like Aurelia, Exemplar of Justice (repeatable combat boosts and evasion without extra cost), Hero of Bladehold (immediate board impact and scaling pressure), or even cheaper enablers like Skyknight Vanguard or Adeline, Resplendent Cathar that generate more consistent offensive value.
