Gloom, Enchantment, designed by Dan Frazier first released in Aug, 1993 in the set Limited Edition Alpha and was printed exactly in 14 different ways.
A deck that focuses on disrupting white spells and white enchantments would benefit from including Gloom in its strategy, potentially slowing down an opponent's plans. However, there are better options available, such as Choke or Boil, which specifically target blue and red spells, respectively, providing more impactful disruption against those colors. Gloom may not see much play in competitive decks due to its narrow focus compared to more versatile hate cards.
