Canceling Cologne ASR 136, Trainer - item, designed by Studio Bora Inc. first released in May, 2022 in the set Astral Radiance.
A deck that focuses on disrupting your opponent's strategy and controlling the game tempo would benefit from using Cologne ASR 136. While this card can be useful in certain situations, there are better options available such as Garbodor with its Garbotoxin Ability, which shuts down all Abilities of both players' Pokémon as long as Garbodor is in play. Cologne ASR 136 may not see much play in competitive decks due to the availability of more powerful Ability-locking options.
