Blowtorch (PFL 117) fits best in aggressive Fire-type decks that already run a high count of Basic Fire Energy and don’t mind discarding one—such as Blastoise/Black Kyurem counters in its era or modern-style Fire acceleration decks that can easily recover or reuse Energy—because it provides targeted disruption against Pokémon Tool cards, Special Energy, and Stadiums; however, it is generally inferior to more flexible and less costly alternatives like Startling Megaphone (which discards all opponent Tools without requiring an Energy discard), Field Blower (which can remove Tools or Stadiums from either side without a discard cost), or Lost Vacuum (which removes Tools or Stadiums with a relatively minor cost), making Blowtorch situational and format-dependent rather than optimal, so unless you specifically need Fire-synergy discard or are restricted by format, it typically would not see competitive play over these stronger options.
