Shore Lurker (3W for a 2/3 flying Merfolk Scout with surveil 1 on ETB) would fit best in a slower white-based limited deck—such as Azorius (white-blue) flyers or a midrange deck that cares about minor graveyard setup—where incremental card selection and evasive creatures matter; however, the rate is quite low for Constructed play, as four mana for a small flier with only surveil 1 provides minimal impact, making it generally outclassed by stronger four-drops like Restoration Angel (more powerful ETB value and flash), Spell Queller (disruption plus evasion), or even Serra Angel in more basic contexts, and in formats that care about surveil specifically, cards like Thought Erasure or Consider provide more efficient filtering; overall, this card is serviceable filler in Limited but unlikely to see play in competitive Constructed unless in a very low-powered or synergy-heavy environment.
