A deck focusing on disruptive strategies and manipulating the opponent's field would benefit from using Ninetales LC 17, as its Lure attack can create advantageous situations by swapping out a benched Pokémon. However, in terms of pure power and efficiency, there are better options available in the form of other Fire-type Pokémon with stronger attacks or more versatile abilities, such as Volcanion-EX. Ultimately, Ninetales LC 17 may not be a top choice for competitive play, but can still be a fun and interesting inclusion in decks aiming for a control-style gameplay.
