The SOLDIER Military Program card could benefit a white aggro deck, adding creature tokens to the battlefield and providing a steady stream of creatures to apply pressure to the opponent. However, as a card, the mana investment may be too high for a competitive deck, with more efficient token generation options available such as Raise the Alarm or Lingering Souls. SOLDIER Military Program may struggle to see play in a competitive environment unless the meta shifts to favor slower, more grindy games where the long-term value it provides outweighs its high initial cost.
