Rotom GE 7, , designed by Daisuke Ito first released in May, 2022 in the set Great Encounters and was printed exactly in 2 different ways.
Rotom GE 7 could be beneficial in a disruption-based deck that aims to disrupt the opponent's hand and strategy. However, there are better options available such as Jirachi Prism Star, which has a similar hand disruption effect but with the added bonus of being able to search for any Trainer card when played. Rotom GE 7 may not see much play in competitive decks due to its reliance on a coin flip for its second attack and the availability of more reliable options for hand disruption.
