**On the Horizon** is best suited for decks that care about deck manipulation, pitch stacking, or setting up future turns—particularly heroes like **Katsu**, **Fai**, or combo-oriented Ninja builds that benefit from knowing (and sometimes controlling) what they will draw next, as well as certain **Guardian** or **Warrior** builds that plan powerful setup turns. However, because it only provides information and no direct card advantage, filtering, or defensive breakpoint beyond its base stats, it is generally outclassed by stronger defensive options that generate value—such as **Sink Below** (which filters a card), **Fate Foreseen** (which defends and buffs), or **Unmovable** in Guardian lists.
