Witness the End, Sorcery, designed by Igor Kieryluk first released in Jan, 2016 in the set Oath of the Gatewatch.
A deck focused on hand disruption and life loss strategies, such as a Black control or aggro deck, would benefit from using Witness the End. However, there are more efficient options available, like Thoughtseize or Inquisition of Kozilek, which provide more immediate and impactful hand disruption effects. Witness the End may not see much play in competitive decks due to its higher mana cost and less efficient effect compared to other options available.
