Savanti Romero, Time’s Exile would fit best in a mono-black or black-based midrange/control deck that can leverage incremental card draw and life as a resource, such as a Golgari or Dimir midrange shell, or even a Rakdos sacrifice/value build; the scaling draw pairs especially well with lifegain (Sheoldred, the Apocalypse; Exquisite Blood), life-drain payoffs (Vito, Thorn of the Dusk Rose), or counter synergies (The Ozolith, Hardened Scales in a splash), since it naturally grows every combat and snowballs advantage if unanswered.
