A deck focused on Sliver tribal synergy would definitely benefit from including Horned Sliver, as giving all Sliver creatures trample can greatly increase their offensive capabilities. However, there are stronger cards in terms of providing powerful abilities to Slivers, such as Crystalline Sliver and Sliver Legion, which offer more impactful effects. Despite this, Horned Sliver could still be a solid choice in a Sliver deck, depending on the specific strategy and synergy of the deck.

Abilities that Slivers grant, as well as power/toughness boosts, are cumulative. However, for some abilities, like flying, having more than one instance of the ability doesn’t provide any additional benefit.
