A water-based control deck focused on stalling and disrupting the opponent's strategy would benefit from including Cloyster RG 20 due to its Double Bubble attack which can potentially paralyze the Defending Pokémon. However, other stage 1 water-type Pokémon with stronger and more reliable attacks like Blastoise GX may better fit the current meta and provide more strategic options, making Cloyster RG 20 less likely to see competitive play unless used in specific niche situations.
