Surfing Pikachu PR 28, Pokémon - basic, designed by Toshinao Aoki first released in May, 2022 in the set Wizards Black Star Promos.
A Water-type deck focused on energy acceleration and consistency would benefit from including Surfing Pikachu PR 28 as a versatile attacker. While its attack cost may be a drawback, its typing and attack being able to hit for neutral damage against most Pokémon makes it a decent option. However, better options within the Water archetype like Lapras VMAX offer higher damage output and more flexible attack costs, so Surfing Pikachu PR 28 may not see much play competitively but could be fun in casual decks.
