A deck that focuses on speed and high damage output could benefit from using Joltik WHT 33, especially in a Lightning-based deck where it can quickly set up and deal 30 damage with Surprise Attack. However, there are better basic Lightning Pokémon with more powerful attacks and abilities in the current metagame, such as Raikou from the same set which has a more reliable attack and higher damage potential, making it a more competitive choice for Lightning decks. Overall, Joltik WHT 33 is a decent card but may not see much play due to stronger alternatives available.
