Turbulent Springs would fit best in a blue-red (Izzet) deck that wants both basic land types—Island and Mountain—for synergy with cards like fetch lands (e.g., Scalding Tarn), “check” lands (Sulfur Falls), or spells that care about land types (like Mystic Sanctuary in older formats), especially in slower control or combo shells that expect longer games where opponents naturally reach eight lands. However, the “enters tapped unless an opponent controls eight or more lands” clause makes it very slow in most competitive environments, as it will almost always enter tapped in early and midgame turns when tempo matters most. Compared to this, Steam Vents (a shock land) is significantly better because it can enter untapped at the cost of 2 life and has the same land types, and Spirebluff Canal or Stormcarved Coast are also generally superior in faster formats.
