A deck that focuses on aggressive strategies and wants to keep the pressure on opponents would benefit from using Repeat Offender. However, there are better cards available in Magic: the Gathering that provide more consistent value or have stronger abilities, such as Bloodsoaked Champion or Vampire Cutthroat. Repeat Offender's reliance on being suspected may make it less reliable in competitive play, but it could still be a fun and flavorful choice for casual decks.
