Lady Outing RS 83, , designed by Ken Sugimori first released in May, 2022 in the set Ruby & Sapphire and was printed exactly in 2 different ways.
This card, Lady Outing RS 83, would be beneficial in a deck that relies on a variety of energy types to power up different Pokemon. It could work well in decks that have a diverse range of attackers that require different types of energy. However, there are possibly better options that could provide more immediate value in terms of card draw or disruption in the current Pokemon TCG meta. Still, for decks that need to consistently access different basic Energy types, Lady Outing RS 83 could be a situational but useful inclusion.
