Blinding Light, Sorcery, designed by Hannibal King first released in May, 2020 in the set Mirage and was printed exactly in 4 different ways.
This card, Blinding Light, would be beneficial in a white control deck that aims to stall the opponent's board development by tapping down nonwhite creatures, giving you time to establish your own board presence. However, there are more versatile options like Settle the Wreckage which exiles attacking creatures, providing a more permanent solution. While Blinding Light can be situationally useful, it may not see as much play due to its limited scope compared to other more impactful options available in white control decks.
