A deck that focuses on aggressive strategies and creature-based combat, such as a red aggro or goblin tribal deck, would benefit from including Goblin Oriflamme. However, there are better options available, such as cards like Shared Animosity or Goblin Chieftain, which provide similar or better effects for a similar mana cost. While Goblin Oriflamme may have niche uses in certain decks, it is generally not considered a top-tier card and may not see widespread play in competitive Magic: the Gathering formats.
