Fear of Surveillance would be a great addition to a white-blue control deck in Magic: the Gathering, providing both vigilance and card selection through surveil. While it may not be the most powerful card available, it could still see play in decks looking to maintain board presence while digging for key cards. However, there are potentially better options like Teferi, Time Raveler or Search for Azcanta that offer more versatile abilities and stronger effects for a similar mana cost.
