Blue, Loyal Raptor would be a strong addition to a Dinosaur tribal deck in Magic: the Gathering, as it can provide additional value by distributing counters to other Dinosaurs. However, there are better options available such as Gishath, Sun's Avatar, which has a more impactful effect on the board. Blue, Loyal Raptor could see play in a more casual or thematic deck, but may not be competitive enough for higher-level play.
