The Pal Pad Trainer item card would be most beneficial in a deck that heavily relies on Supporter cards for its strategy, such as disruption or draw support decks. While the ability to shuffle 2 Supporter cards back into your deck can provide valuable consistency, there are potentially better alternatives like Oranguru with the Resource Management Ability, which allows you to put any 3 cards from your discard pile into your deck.
