Brook OP15-022 fits best in a self-mill or deck-out synergy deck, particularly green/black builds that actively want cards in the trash and can capitalize on reaching 0 cards safely (for example, lists that trigger effects from trash count, recycle from trash, or win through alternate pressure before the end-of-turn loss condition matters). His leader effect effectively turns decking out into a delayed-loss mechanic, enabling combo-style builds that aggressively mill themselves to fuel powerful graveyard-based characters or events, while the “set a Character as active” reward can enable a surprise blocker, extra attack setup next turn, or key defensive repositioning once you hit 0.
