A control or stax deck that aims to disrupt opponents' resources and generate mana advantage would benefit from using Victory Chimes, as it provides additional mana acceleration and can potentially disrupt opponents' plans by tapping it during their untap steps. However, there are better options available, such as Mana Crypt or Mana Vault, which provide immediate mana acceleration without the need to wait for untap steps. While Victory Chimes could see play in more casual or budget decks, it may not be as competitive as other mana rocks in more optimized strategies.
