Treno, Dark City would be beneficial in a control or tempo-oriented deck that relies on both blue and black mana. While it provides flexible mana options, there are potentially better dual lands available that don't enter tapped, such as Watery Grave or Drowned Catacomb. Treno, Dark City could see play in budget decks or as a budget option until better lands are acquired.
