Decks that can easily produce the required mana and benefit from having additional creatures with evasion would find this card useful. However, there are better options available, such as cards like Hangarback Walker or Thopter Foundry, which offer more versatility and value for a similar cost. While Foundry of the Consuls may not be a top-tier choice, it could still see play in certain artifact-themed decks or budget builds.
